On 1st April 2025, resident Vishwapal Shetty of Worli filed a police complaint against Smt. Ashwini Joshi (Addl. MC City) and the General Manager of BEST for entering buildings illegally and installing smart meters without the consent of consumers.

Shetty questioned the use of misleading notices, unclear charges (like ₹0.60/unit extra), and the hidden prepaid features of smart meters which were not disclosed to citizens.
The complaint lists multiple criminal law violations such as trespassing, cheating, breach of trust, and misuse of power by public servants.
A demand has been made to register an FIR against those responsible and stop further forced installations unless clear legal and public approvals are given.

1 अप्रैल 2025 को वर्ली निवासी विश्वपाल शेट्टी ने BEST के जनरल मैनेजर और अतिरिक्त नगर आयुक्त श्रीमती अश्विनी जोशी के खिलाफ पुलिस में शिकायत दर्ज कराई। आरोप है कि इन्होंने बिना उपभोक्ताओं की सहमति के उनके घरों में घुसकर जबरदस्ती स्मार्ट मीटर लगाए।
शिकायत में कहा गया है कि यह कार्रवाई बिना किसी कानूनी नोटिस या जनता की सहमति के की गई, जो उपभोक्ता अधिकारों और MERC के नियमों का उल्लंघन है।
MERC के आदेश (मामला 203/2022) के अनुसार उपभोक्ताओं को अपने मीटर चुनने का अधिकार है, लेकिन BEST इसे नजरअंदाज कर रहा है।
शिकायत में यह भी कहा गया कि BEST का बिजली नुकसान केवल 3.5% है, इसलिए सरकारी नीति के अनुसार यहां स्मार्ट मीटर लगाना जरूरी नहीं है।
शेट्टी ने यह भी पूछा कि उपभोक्ताओं को बढ़ी हुई दरें (जैसे ₹0.60 प्रति यूनिट), स्मार्ट मीटर का प्रीपेड फीचर और अन्य छुपी जानकारी क्यों नहीं दी गई।
शिकायत में अवैध घुसपैठ, धोखाधड़ी, विश्वासघात, और सरकारी पद का दुरुपयोग जैसे कई आपराधिक धाराओं का उल्लेख किया गया है।
शिकायतकर्ता ने मांग की है कि दोषियों पर एफआईआर दर्ज की जाए और बिना स्पष्ट कानून और अनुमति के स्मार्ट मीटर लगाने की प्रक्रिया तुरंत रोकी जाए।
