Mr. Kamlakar Shenoy, a 67-year-old citizen from Mumbai, has written a letter to top government officials asking for permission to take legal action against some senior public officers. These include top members of BEST (electricity provider), BMC (Mumbai’s municipal body), and MERC (electricity regulator).

He says that these officers allowed smart electricity meters to be installed in Mumbai in an illegal and dishonest way. BEST is not allowed to use money from the government scheme (RDSS), but they still claimed they were eligible and spent over ₹1700 crores on these meters.

The complaint says that officers entered homes without asking, removed working meters, and forced people to accept new smart meters. These meters do not have safety certificates, and consumers were not told about extra charges or risks.

He says the cost of these meters was made very high on purpose—from ₹4,000 to as high as ₹16,000 per meter—which is unfair and causes big losses to the public.

The notices sent to people were confusing and threatening. The public officers also ignored many complaints from citizens. Mr. Shenoy says all this is a serious crime and a misuse of power.

He is asking for permission to take these officers to court and punish them under anti-corruption and criminal laws. He also wants them to be suspended and investigated.
