On 10th June 2025, senior citizen Kamlakar Shenoy submitted a formal application to the President, Governor, and other authorities to prosecute DCP Sangram Nishandar and ACP Rajesh Ojha of Mumbai’s Economic Offences Wing (EOW).
He alleged that both officers deliberately violated RTI laws, ignored evidence of a ₹3 lakh crore MHADA scam, and passed illegal and dishonest RTI orders to protect corrupt officials.
He highlighted that the RTI appeal was wrongly handled—without legal reasoning, without recording replies, and in complete violation of Supreme Court guidelines, Civil Conduct Rules, and Justice Daga’s judgment in W.P. 4101/2007.
Shenoy accused the officers of failing to record submissions, issue reasoned orders, and hiding key government documents, causing loss to the nation and citizens’ rights.
He also stated that the supervisory officer (Jt. CP, EOW) ignored complaints and failed to take disciplinary action. The complaint requested criminal prosecution under IPC sections 166, 217, 218, 405, 409, 120B and CrPC Section 197.
The application urges urgent action to punish negligence, restore transparency, and uphold public trust in the RTI system and rule of law.

10 जून 2025 को वरिष्ठ नागरिक कमलाकर शेनॉय ने राष्ट्रपति, राज्यपाल और अन्य अधिकारियों को आवेदन दिया कि डीसीपी संग्राम निशानदार और एसीपी राजेश ओझा (आर्थिक अपराध शाखा, मुंबई) के खिलाफ मुकदमा चलाने की मंजूरी दी जाए।
शिकायत में कहा गया है कि इन अधिकारियों ने जानबूझकर आरटीआई कानून का उल्लंघन किया, ₹3 लाख करोड़ MHADA घोटाले की जानकारी छिपाई और गलत आदेश जारी करके भ्रष्ट अधिकारियों को बचाया।
शेनॉय ने बताया कि RTI अपील को गैरकानूनी ढंग से निपटाया गया—न तो जवाब दर्ज किए गए, न ही कोई तर्क दिया गया, और ना ही न्यायमूर्ति डागा के फैसले व नागरिक आचरण नियमों का पालन किया गया।
उन्होंने कहा कि इससे देश और नागरिकों को नुकसान हुआ और भ्रष्टाचार को बढ़ावा मिला। वहीं वरिष्ठ अधिकारी (संयुक्त पुलिस आयुक्त, EOW) ने भी शिकायत पर कोई कार्रवाई नहीं की।
उन्होंने मांग की कि दोनों अधिकारियों के खिलाफ आईपीसी की धारा 166, 217, 218, 405, 409, 120बी और सीआरपीसी की धारा 197 के तहत आपराधिक कार्रवाई की जाए।
आवेदन में अपील की गई कि इस मामले में तुरंत कार्रवाई कर पारदर्शिता बहाल की जाए और RTI कानून और संविधान की रक्षा की जाए।
