On 8th April 2025, citizens led by Kamlakar Shenoy filed a police complaint against BEST and BMC officials, including Smt. Ashwini Joshi (Addl. MC), for forcibly installing smart meters without consent and trespassing into residential premises.
Consumers were not given proper legal notices. BEST agents entered meter rooms and replaced electronic meters with smart meters by force or deceit, violating consumer rights.
RTI-based information was ignored, and MERC’s Order (Case 203 of 2022) allowing consumers to choose their meters was not followed.
Devendra Fadnavis had clearly stated in the Assembly that smart meters are to be installed only in feeders, substations, and government offices—not homes. BEST violated this by continuing home installations.
The complaint lists criminal charges like trespassing, cheating, forgery, and breach of trust. It also demands an FIR under IPC and BNSS sections as the offences are serious and cognizable.
The public is being wrongly charged extra despite reduced power loss. The profit gained from reduced transmission loss is not being passed to consumers. Instead, illegal charges are being added.
The complaint demands a full investigation, immediate FIR, and action against the responsible officers for misuse of authority and harassment of citizens.

8 अप्रैल 2025 को नागरिकों, विशेष रूप से कमलाकर शेनॉय द्वारा बीईएसटी और बीएमसी अधिकारियों के खिलाफ पुलिस शिकायत दर्ज की गई। इसमें श्रीमती अश्विनी जोशी (अतिरिक्त आयुक्त) को भी आरोपी बनाया गया, क्योंकि वे स्मार्ट मीटर जबरन लगाने और गैरकानूनी तरीके से घरों में घुसने के लिए जिम्मेदार मानी गईं।
उपभोक्ताओं को कोई वैध नोटिस नहीं दिया गया। बीईएसटी के एजेंट बिना इजाजत घरों के मीटर रूम में घुसकर इलेक्ट्रॉनिक मीटर हटाकर स्मार्ट मीटर लगा रहे हैं।
आरटीआई के तहत मांगी गई जानकारी नहीं दी गई और MERC का आदेश (केस नंबर 203/2022), जो उपभोक्ता को मीटर चुनने का अधिकार देता है, का पालन नहीं किया गया।
विधानसभा में उपमुख्यमंत्री देवेंद्र फडणवीस ने कहा था कि स्मार्ट मीटर सिर्फ फीडर, उपस्टेशन और सरकारी दफ्तरों में लगेंगे। फिर भी बीईएसटी ने घरों में इन्हें लगाना जारी रखा।
शिकायत में अवैध घुसपैठ, धोखाधड़ी, फर्जीवाड़ा और विश्वासघात जैसे आपराधिक आरोप लगाए गए हैं। FIR की मांग की गई है क्योंकि ये गंभीर और दंडनीय अपराध हैं।
बिजली हानि कम होने से हुए फायदे उपभोक्ताओं को नहीं मिल रहे हैं, बल्कि अतिरिक्त चार्ज लगाए जा रहे हैं।
शिकायत में सभी जिम्मेदार अधिकारियों के खिलाफ कड़ी कार्रवाई, एफआईआर दर्ज करने और उपभोक्ताओं को न्याय दिलाने की मांग की गई है।
