On 10 June 2025, senior citizen Kamlakar Shenoy filed a criminal complaint in Magistrate Court against DCP Sangram Nishandar and ACP Rajesh Ojha of the Economic Offences Wing (EOW).
The officers are accused of illegally rejecting RTI applications related to the ₹3 lakh crore MHADA scam, suppressing facts, and protecting corrupt officers by violating RTI laws and the Constitution.
The complaint states that both officers acted in bad faith, refused to provide RTI training and qualification certificates, and ignored their duties as public officers.
Shenoy cited violations of Articles 14, 19(1)(a), and 21 of the Constitution, and various sections of IPC and BNS, including misconduct, forgery, breach of trust, and obstruction of justice.
The hearing was secretly held, and evidence was suppressed. The accused also installed an illegal board restricting mobile use to block recording of the RTI appeal process.
He asked the court to direct an FIR, summon the officers, and order production of their training and oath records, stating that their actions are criminal and not protected by official duty.

10 जून 2025 को वरिष्ठ नागरिक कमलाकर शेनॉय ने मजिस्ट्रेट कोर्ट में आर्थिक अपराध शाखा (EOW) के डीसीपी संग्राम निशानदार और एसीपी राजेश ओझा के खिलाफ आपराधिक शिकायत दर्ज की।
इन पर आरोप है कि इन्होंने ₹3 लाख करोड़ MHADA घोटाले से जुड़ी RTI जानकारी को गलत तरीके से नकारा, तथ्य छुपाए और भ्रष्ट अधिकारियों को बचाने के लिए RTI कानून और संविधान का उल्लंघन किया।
शिकायत में कहा गया कि दोनों अधिकारियों ने जानबूझकर RTI प्रशिक्षण और योग्यता प्रमाणपत्र देने से मना किया और अपने सार्वजनिक पद के कर्तव्यों को नजरअंदाज किया।
शेनॉय ने भारतीय संविधान के अनुच्छेद 14, 19(1)(a), और 21 के उल्लंघन और IPC तथा BNS की कई धाराओं जैसे गलत आचरण, रिकॉर्ड में हेराफेरी, विश्वासघात और न्याय में बाधा डालने का हवाला दिया।
RTI सुनवाई बंद दरवाजों के पीछे हुई और साक्ष्य छुपाए गए। आरोप है कि आरोपियों ने मोबाइल प्रतिबंध का अवैध बोर्ड लगाया ताकि वीडियो रिकॉर्डिंग रोकी जा सके।
उन्होंने कोर्ट से FIR दर्ज करने, आरोपियों को तलब करने और उनके प्रशिक्षण व शपथ दस्तावेज़ प्रस्तुत करने का आदेश देने की मांग की। उन्होंने कहा कि यह आचरण अपराध है और इसे सरकारी कर्तव्य का हिस्सा नहीं माना जा सकता।
