On 28 April 2025, activist Kamlakar Shenoy wrote to Mr. Chore (OSD, BMC) stating that top IAS officers, including the Municipal Commissioner and Additional Municipal Commissioners, are violating rules that require them to meet citizens without prior appointments.
According to Circular 7.1.2000 and GR 13.1.25, all BMC officers must publicly display meeting times and allow citizens to meet on fixed days. However, no such boards are installed outside their cabins, violating transparency and accountability rules.
Shenoy demanded immediate action to put up proper signboards showing public meeting times and to display names of higher officers responsible for taking complaints or approving prosecution if required.
He also stated that his request to meet the Municipal Commissioner was ignored, which is a violation of citizen rights under Articles 14 and 21 of the Indian Constitution.
This failure to follow public service norms hurts citizen trust and transparency, and he urged urgent action in public interest.

सर्कुलर 7.1.2000 और शासन निर्णय 13.1.25 के अनुसार, सभी वरिष्ठ अधिकारियों को जनता से बिना अपॉइंटमेंट मिलने के लिए समय तय करना और यह जानकारी बोर्ड पर सार्वजनिक रूप से दिखाना जरूरी है। लेकिन अब तक ऐसा कोई बोर्ड नहीं लगाया गया है।
शेनॉय ने मांग की कि तुरंत बोर्ड लगाए जाएं जिसमें मिलने का समय लिखा हो, और तीन वरिष्ठ अधिकारियों के नाम और संपर्क विवरण भी हों, ताकि शिकायत की जा सके या कानूनी कार्रवाई के लिए अनुमति मांगी जा सके।
उन्होंने कहा कि आयुक्त से मिलने के लिए किए गए उनके अनुरोध का कोई जवाब नहीं मिला, जो नागरिकों के संवैधानिक अधिकारों का उल्लंघन है।
यह गैर-पालन न केवल नियमों का उल्लंघन है, बल्कि पारदर्शिता और नागरिक विश्वास को भी नुकसान पहुंचाता है। इसलिए उन्होंने सार्वजनिक हित में तुरंत कार्रवाई की मांग की।
