The complaint alleges that tariffs were raised by 20–30% without cost analysis, and smart meters costing up to ₹16,000 each were approved without proper tendering, approval, or safety studies. In contrast, similar meters cost only ₹4,000 elsewhere.
Shenoy also highlighted environmental concerns over e-waste from 6 lakh old meters, health risks of smart meters, and misuse of the RDSS scheme, which is meant for rural areas—not Mumbai where losses are low.
He demanded cancellation of the MERC order, prosecution of responsible officials, consumer-friendly rates, and public hearings with video recordings. He warned of legal action if no response is received within 7 days.

उन्होंने बताया कि MERC ने उपभोक्ताओं की आपत्तियों का जवाब नहीं दिया और ना ही कोई स्पष्ट और तर्कसंगत आदेश जारी किया, जो कि न्यायमूर्ति डागा के आदेश का उल्लंघन है।
शिकायत में कहा गया है कि 20–30% तक दरें बिना खर्च विश्लेषण के बढ़ा दी गईं और ₹16,000 प्रति स्मार्ट मीटर की मंजूरी दी गई, जबकि अन्य जगहों पर वही मीटर ₹4,000 में उपलब्ध हैं।
उन्होंने यह भी बताया कि 6 लाख पुराने मीटर ई-वेस्ट बन जाएंगे, स्मार्ट मीटरों से स्वास्थ्य खतरे हैं, और RDSS योजना का गलत उपयोग हो रहा है, जो सिर्फ ग्रामीण क्षेत्रों के लिए है, न कि मुंबई के लिए जहां नुकसान बहुत कम है।
शेनॉय ने आदेश रद्द करने, जिम्मेदार अधिकारियों पर कार्रवाई, उपभोक्ता हितैषी दरें और वीडियो रिकॉर्डिंग के साथ सार्वजनिक सुनवाई की मांग की। उन्होंने चेतावनी दी कि 7 दिन में जवाब न मिलने पर कानूनी कार्रवाई की जाएगी।
